Edmundo Hidalgo – President/Chief Executive Officer
Edmundo Hidalgo serves as Presdient & CEO of Chicanos Por La Causa. Prior to being appointed President & CEO, Edmundo served as the agency’s Chief Operations Office since 1999 for Chicanos Por La Causa, Inc. (CPLC), a community development corporation in Phoenix, Arizona. He has more than 20 years experience in community development, having developed, financed, or sold greater than $320 million in single- and multi-family affordable housing.
An accomplished and progressive senior executive, Edmundo has spearheaded the development of retail and commercial centers, as well as the development of subdivisions for affordable housing. Under his management, Chicanos Por La Causa, Inc., acquired the largest portfolio—valued in excess of $83 million--of multi-family housing by a non-profit.
In 2004 his expertise garnered a $15 million allocation of New Markets Tax Credits for CPLC in partnership with the City of Tempe, Arizona. Edmundo’s dynamic leadership has led to double-digit growth for the non-profit agency in each of the last five years and has catapulted the organization into a highly visible advocate for social and economic development, particularly in low-income, Latino communities.
Edmundo serves on the Rocky Mountain Mutual Housing Association Board of Directors and is treasurer for the Maricopa Community Colleges Foundation. He is active Board Member of Audubon Arizona and Sonoran Bank. Other service activities included the Coalition for Latino Political Action Committee, the Governor’s Task Force on Housing Re-Entry, the Greater Phoenix Chamber of Commerce, and the Arizona Board of Realtors. He was honored as 2005 Minority Small Business Champion of the Year by the U.S. Small Business Administration’s Arizona District Office.
Mr. Hidalgo has a BA degree in Economics and earned his MBA from Arizona State University in 2000. Edmundo has been married for 20 years to Rosanna and has two sons, Jonathan and Matthew.
Arjelia "Argie" Gomez ~ Chief Operating Officer
Arjelia "Argie" Gomez is Chief Operating Officer for Chicanos Por La Causa. As CPLC’s Chief Operating Officer, Arjelia Gomez is responsible for the strategic operational leadership of CPLC’s statewide services. In addition to driving innovation and effective business practice, Gomez oversees corporate operations, internal operations and key relations to drive system wide quality and results. Prior to her appointment as COO, she served as Vice President of Statewide Behavioral Health Services for CPLC since 2006.
Born in Superior, AZ she began her career as a probation officer with the Pinal County Juvenile Court. She progressed to the Foster Care Review Board, Program Manager and then Director of Juvenile Justice Services with the Arizona Supreme Court. Following that she served as Legislative Liaison, Public Information Officer and Chief of Community Services for the Arizona Department of Juvenile Corrections. Her work continued with the Southwest Key Program, in Texas across the country and in Puerto Rico, where she served as the Chief Operating Officer.
For over 32 years Ms. Gomez has successfully led community development in government and judicial sectors, child welfare, legislative action committees, the Arizona Regional Behavioral Health Authority and Tribal Regional Behavioral Health Authority. She is committed to sustained economic growth and effective service provision for underserved communities. Argie holds a B.S. in Criminal Justice from Northern Arizona University, Public Relations & Leadership training from University of Texas - Austin, and is currently working on her Master's of Business Administration at Grand Canyon University.
Argie has been happily married to husband Robert for 8 years. She has three bonus children: Robbie, Miki and Rachel. She enjoys softball, baseball, reading and relaxing with friends. Argie’s mother, Amparo, has served as a symbol of strength throughout the years and a role model in servant leadership to strengthen communities.
David Adame ~ Chief Development Officer
David Adamd joined CPLC as Chief Development Officer in March 2008. As part of his responsibilities, Mr. Adame is responsible in developing CPLC’s Multi-Famly Housing Program TIEMPO, AGUDO Development, Phoenix housing Initiatives, Tucson’s La Causa Companies, as wel as Tucson & Nogales Housing Counseling Programs.
Prior to joining CPLC, David served as Vice President of Arizona Operations for McCormick Baron & Salzar. David was responsible for overseeing the firm’s role in Henson Village, a HOPE VI project located in Phoenix, Arizona that is funded in part by a $35 million grant from the U.S. Department of Housing and Urban Development. This 611-unit mixed-income/mixed-financed residential development has a total development cost of $101 million.
Prior to joining McCormack Baron Salazar in 2003, David Adame was the Senior Deputy Director of Fannie Mae’s Arizona Partnership Office. Working in tandem with the Director, Mr. Adame was responsible for implementing "HouseArizona," a five-year, $15 billion investment plan to finance affordable housing throughout the state.
David also spent three years as Program Officer with the Phoenix Office of the Local Initiatives Support Corporation (LISC), where he managed the HOMESTART program, a for-sale affordable housing development project. He also worked for Bank One Arizona for eight years, managing and underwriting residential and commercial loans.
David holds a B.S in Business from Arizona State University and an MBA from the School of GLobal Management at Arizona State University.
Martin Quintana ~ Chief Financial Officer
Martin Quintana serves as Chief Financial Officer for Chicanos por La Causa and oversees CPLC’s Finance, Information Technology Services, Quality Assurance and Corporate Compliance. Formerly, Martin Quintana served as Executive Vice President of Corporate Services for Chicanos Por La Causa, Inc., He has more than 20 years of financial and operational management experience in both for-profit and non-profit environments. Prior to joining CPLC in 1998, Mr. Quintana was Finance Manager for Kraft/Alliant Foods in Dallas, Texas and Phoenix, Arizona.
While completing undergraduate studies, Mr. Quintana was president of the ASU Hispanic Business Students Association and is a past President and current member of the Hispanic Business Alumni of ASU. He also served as a member of the Finance Committee for the Arizona Hispanic Chamber of Commerce’s Board of Directors. Mr. Quintana served as a volunteer panelist for Enlace, a program at ASU promoting higher education in the Hispanic community
Mr. Quintana is currently a member of the Advisory Board for the W.P. Carey Executive MBA Alumni program as well as a member of the Board of Directors of the ASU Alumni Association. He is also a member of the Board of Directors of NPower Arizona and served as the Board Chair in 2006/2007.Mr. Quintana also participates on the Board of Directors for Protecting Arizona Families Coalition and Parenting Arizona. Martin Quintana holds a B.S. in Business & a W.P. Carey MBA from Arizona State University.
Mr. Quintana was born in San Luis, Sonora, Mexico and has lived in Arizona for over 30 years. He enjoys all types of activities such as golfing, biking and working out. He is an avid sports enthusiast as a spectator and participant, and he coaches basketball and baseball as a volunteer. He is the proud father of three sons, Vince, Alex and Jacob.
